Understanding Homeschooling in Uganda

Homeschooling in Uganda exists in an emerging legal landscape. Homeschooling is a growing educational option in Uganda, although not yet explicitly defined in the laws of Uganda.

While education is compulsory according to the Uganda Constitution (1995), this doesn’t necessarily mean school attendance is required.

Constitutional Protection

Uganda’s constitution provides some protection for parents’ educational choices:

  • Article 31(4) states, “It is the right and duty of parents to care for and bring up their children.” (Source: HSLDA)
  • Article 34(2) says, “A child is entitled to basic education which shall be the responsibility of the State and the parents of the child.” (Source: HSLDA)

Many interpret these provisions to protect parents’ rights to direct their children’s education, including through homeschooling.

Homeschooling Community

Uganda has a growing homeschooling movement that is increasingly connected to the broader African homeschooling community. Delegates from Uganda attended the first African Home Education Indaba in Pretoria in 2019, gathering with representatives from Kenya, Namibia, South Africa, USA, Canada, and Russia to confirm their solidarity as part of a global homeschooling movement.

Uganda homeschooling has grown significantly after the COVID-19 pandemic, with many local and international families who live in the country favoring it as their educational option of choice due to affordability and convenience. Ugandan homeschoolers typically choose from several curriculum approaches:
