Current Update for 2027
On 27 May 2026, the Government announced that the home education amendments proposed in May would be removed from the Education and Training (System Reform) Amendment Bill. The rest of the bill became law without them.
The Ministry of Education has announced changes to the application process for the 2027 schooling year. Exemption applications will formally request consent from every legal guardian. Current guidance already requires unanimous guardian agreement, so this is a change to how the application documents that agreement. The Government has also said that the Ministry intends to introduce a centralised application and assessment process from January 2027, with home education representatives involved in its design.
The Government is still determining how the other accepted recommendations will be implemented. Some may require further legislation. The remaining oversight changes have not yet taken effect, and families should follow official Ministry updates for final details and implementation dates.
Is Homeschooling Legal in New Zealand?
Yes. Home education is legal in New Zealand for children who receive a Certificate of Exemption from the Ministry of Education. A parent or legal guardian must submit a separate application for each child, and every legal guardian must agree to home education.
Applications are free and normally take four to six weeks to process. Parents may apply while a child is five; if the exemption is granted before the child turns six, it takes effect on the child’s sixth birthday. A child of compulsory school age must remain enrolled at a registered school while the application is being considered. Once granted, the Certificate of Exemption remains valid until the child turns sixteen or enrols in a registered school, whichever occurs first.
Families should review the Ministry of Education’s current guidance before applying to home educate a child.
Understanding the Home Education Framework in New Zealand
New Zealand parents who home educate are responsible for their children’s learning and may choose their own curriculum. They are not required to follow the New Zealand Curriculum. When reviewing an application, the Ministry of Education considers whether the proposed programme will teach the child at least as regularly as, and at least as well as, they would be taught in a registered school.
The application asks parents to explain:
- their home education philosophy or overall approach, anticipated curriculum, and how any special education needs will be addressed;
- the resources they intend to use and whether any teaching responsibility will be delegated;
- their educational goals for the next twelve months and how they will track and evaluate progress;
- their long-term vision for the child’s educational achievement;
- a detailed project or topic plan, including its goals, resources, and methods of assessment; and
- how their proposed programme will meet the Ministry’s “as regularly as” and “as well as” standards.
Each application and its supporting information should be personalised for the individual child. For current application information, forms, and guidance, visit the Ministry of Education’s Apply to home educate your child page.
Home Education Supervision Allowance
Families who hold a Certificate of Exemption may be eligible for the Home Education Supervision Allowance. The allowance is intended to contribute towards some of the cost of home education and is paid in two instalments each year. For eligible families, the allowance may make a meaningful contribution towards curriculum expenses, including the cost of a SchoolhouseTeachers.com membership.
To receive the allowance, families must complete and return the required statutory declaration for each relevant period. Allowance amounts and eligibility can vary according to the number of children being home educated, the date an exemption becomes active, and other circumstances.
Review current allowance amounts and requirements through the Ministry of Education.
Start Here: One Family Membership. Two Lanes of Support.
A well-planned home education programme involves both choosing what your children will learn and deciding how you will organise and document that learning. SchoolhouseTeachers.com supports both under one family membership:
- Lane One: What You Teach
- Lane Two: How You Plan and Document It
You choose and personalise the resources that fit each child. SchoolhouseTeachers.com gives you curriculum, planning tools, and record keeping resources to help you put that programme into action.
Grade-Level Note: SchoolhouseTeachers.com uses US grade levels. As a general starting point, a New Zealand year level is approximately one number higher than the corresponding US grade. Because children may be ready for different levels in different subjects, parents should also consider readiness and the course information when choosing materials.

Planning Your Home Education in 3 Simple Steps
Think: Confirm → Plan → Organise
1Confirm the Current Home Education Process
Before beginning home education, review the Ministry of Education’s current guidance and application requirements. A separate application is required for each child who needs a Certificate of Exemption. Refer to the Ministry for current forms, instructions, and information about the application process.
2Plan Your Child’s Educational Programme
Consider what you will teach, the resources you will use, how regularly learning will take place, and how you will monitor progress. Your programme should reflect your child’s age, strengths, interests, goals, and any additional learning needs.
SchoolhouseTeachers.com gives you access to curriculum and learning resources across subjects and year levels. You can choose and adapt the resources that support your educational approach.
The Education Plan Builder can help you bring your curriculum choices and other planning information together in one place. Use the completed education plan to organise your thoughts and prepare your answers on the Ministry’s application form. Parents must complete and personalise the Ministry application for each individual child.

3Organise and Document Learning
Keep your plans, schedules, work samples, assessments, and other records of learning organised. Useful records can help you see what is working, make adjustments when needed, and maintain a clear picture of your child’s progress over time.
The Homeschool Records & Compliance Center includes tools to help you plan, organise, and document your homeschool. These resources support the programme you create but do not replace the Ministry’s application or current requirements.
Flexible Learning for the Child in Front of You
Every child learns differently. Home education gives parents room to personalise pacing, lesson length, activities, and the ways a child demonstrates understanding.
The Ministry application asks parents to explain how they will address any special education needs their child may have. For a child who would otherwise be likely to need special education, the Ministry considers whether the child will be taught at least as regularly as, and at least as well as, they would be taught in a specialist school or by a special service.
SchoolhouseTeachers.com offers resources to help parents adapt learning to the individual child:
- Focus on Special Needs: Explore adaptable curriculum, parent resources, and practical support for different learning styles, strengths, and needs. Featured resources include Special Needs, a 19-part parent resource by Judi Munday on selecting curriculum and adapting instruction.
- Focus on Reading: Find targeted support for beginning readers and older students who need additional help, including Reading Remedies and the 🔒 Literacy Center.
- World Book Online: Use features such as read-aloud support and the OpenDyslexic font to make information more accessible.
- Portfolio Builder: Use the Special Needs Accommodation form to record adaptations, supports, and changes made for the child.
Progress may look different for each learner. A dated work sample and a brief note can help you recognise growth, adjust your approach, and maintain a useful picture of your child’s learning over time.
When You Need Official Answers
The New Zealand Ministry of Education should be your primary source for current home education requirements, application forms, and guidance. Applications are considered by regional Ministry offices, whose staff can clarify the information requested and answer questions about the application process. They cannot complete the application for you.
Under current Ministry guidance, reviews of home education programmes do not happen routinely. If the Ministry has concerns about whether the requirements of an exemption are being met, it may ask the Education Review Office (ERO) to conduct a review. During a review, ERO will ask to see the application submitted for the Certificate of Exemption, so families should keep a copy.
Requirements and processes may change. Always confirm current information with the Ministry rather than relying solely on curriculum providers, community organisations, or previously published guidance.

Connect With New Zealand Home Educators
Home education organisations and local groups can provide encouragement, practical experience, and opportunities to connect with other families. Their guidance does not replace current information from the Ministry of Education.
National Council of Home Educators New Zealand (NCHENZ): A nationwide organisation providing information, resources, advocacy, and connections for home-educating families throughout New Zealand. Membership is free.
Home Schooling NZ (HSNZ): A Christian organisation offering educational support, including guidance on curriculum choices and qualifications for home-educated students.
Auckland Home Educators (AHE): A regional organisation connecting Auckland home-educating families through information, support groups, activities, and events.
